Military: After The Great War many are reluctant to go into the Armed Forces following the Annual Call to the Colours, and we understand this yet at the same time we cannot let the Military fall short and become forgotten. As such in an effort to keep the young male populace interested we shall begin encouraging men to join the Force Publique and the new Royal Belgian Navy, propping it up as a chance to see the world and participate in the Military for those who don't wish to join the army proper. To go along with this a large scale reorganization of the Force Publique and Corps of Torpedoboats and Sailors shall begin, with the CTBS to be reorganized into the Royal Belgian Navy, and the Force Publique to be reorganized into the Armée coloniale as a show of the further integration of Belgian Congo. To help with these the military budget will be raised to 800,200,000 Francs, drawing from surplus budget to fill the gap.
The reforms throughout the new Armee Coloniale shall consist of increasing the White Officer to Askari count from 1 to 100 to 1 to 10, drastically increasing the white number of soldiers. As well as this 5 brigades of White Infantry will be established to operate in the Bas Congo and Léopoldville regions of the Belgian Congo. Work shall also be carried out to discipline and train the Askaris to a proper skilled and reactive fighting force that will follow orders to its maximum ability. To help with this official pay will be established and equipment will be standardized, with every Askari to be equipped with a Mauser M.1889 by the next year.
The reforms throughout the new Royal Belgian Navy will see the proper establishment of a naval force for Belgium, whose primary ports shall be Antwerp and Zeebrugge. The new naval force will see the establishment of a Naval Staff and will begin sending out men to train in foreign Naval Academies with haste. The navies purpose will be to secure Belgian sea access and interests between the homeland and the Congo, and to follow through with this proper naval facilities will begin to be constructed at Boma and naval tenders will be sent out to the foreign shipyards of the world(to be detailed on in Foreign affairs)
Internal Affairs: In accordance with the increased military prescence in the colony the Belgian government officially encourages immigration into the Belgian Congo specifically in the Bas Congo and Léopoldville provinces to help solidify a grip of Belgian influence on the colony. Incentives like temporarly lessened taxes and such things will be distributed to encourage movement, showing it off as a new land and a new life for those who are struggling to make it in the new post war world. The poor and homeless will especially be targeted for this, with offers to give them jobs and housing in the Congo. Schools will also be established to further raise the standards of living in these provinces(including large amounts of Flemish schools according to Prime Minister de Wiarl's wish to see the Flemish identity spread further. White settlers will be given the best lands available and we hope to spread the populace further across the Congo in the next years.
Economic Affairs: The final reconstruction of destroyed buildings and transportation infrastructure is to continue on its way with goals to be finished by 1924, and the Belgian steel industry is to be concentrated to bring Belgium back to the competitive powerhouse it was pre war.
To ensure workers avoid striking and keep up productivity the eigh hour working day will become the legal standard for hours, and unemployment insurance organized by workers unions will be fully subsidized by the state with the goal to have a pension insurance scheme in place by 1924. As well as this the legal impediements on striking shall be dropped from the Penal Law.
Foreign Affairs: The Royal Belgian Navy is in need of ships and has established the Naval Plan of 1921 which calls for the acquisition of Three Capital Ships, Three Armoured Cruisers, Six Light Cruisers, Sixteen Destroyers, and Twelve Submarines by Mid 1931. To begin this process naval tenders are sent out to the shipbuilders of the world for the following initial purchases:
Three armoured cruisers of ~9000-12000 tons, with main armament of 4 234mm or 254mm guns in twin turrets, and secondary armaments of 152-190mm guns in either single or double turrets. Additional armaments of at least 12 76mm guns and optional armament of 4-8 47mm Anti Aircraft guns. Speeds of minimum 22 knots, preferred range of 5500 nmi, and armour of up to 200mm on the belt, with minimum of 114mm on the turrets and barbettes.
Six destroyers of 500-1500 ton Destroyers, with armament of at least 3 105-140mm guns, and 6-9 450mm torpedo tubes. Speeds of minimum 30 knots, and range of 4500 nmi preferred.
Three Submarines of 300-600 tons, with armament of 4 450mm torpedo tubes, 2 13mm deck machine guns and 1 76-105mm deck gun. Range of 4300km desired but not required, and required speeds of 14 knots surface minimum and 8 knots submerged.
The Kosai=Jesper Agreement is to be signed between the Japanese Empire and the Kingdom of Belgium, which states that White Russians willing will be given transport to Port Arthur where Belgian operated and hired vessels will transport them to a land free of the Red Menace, The Belgian Congo. The Russians will be given pensions and aid to get back on their feet in their new home, and the ships will be escorted by 2 regiments of Belgian Naval Infantry.
While not planned to be in the initial purchases of the Naval Plan, negotiations went underway and the Belgians have agreed to purchase the Japanese Battleship Fuji at 3x her value in scrap and an additional 9% of her build cost. For this the Japanese will take her to Belgian waters, and train her new crew for 2 Months, as well as the Bureau of Naval Study & Design to receive schematics of the Battleship and all her Machinations under lease, allowing us to study and produce replacement parts for maintenance.

Take the parts of the 34cm turrets in Germany back.
Suggest to the Belgian Government that using their limited capital on a navy isn’t the best use of it, especially when so much of Belgium has suffered during the war. However, if they insist, offer the 1918 Destroyer design and the O’Byrne class submarine design, to be built in France as Belgium lacks the facilities. No offer will be made to the Armoured Cruiser tender, on the basis that the tonnage is insufficient.

Welcome the new Government.
Continue the process of rebuilding the lands in the war zone during the Great War.

Also offer them to Poland, the Czechs, Austria, Romania and Bulgaria, as they have substantial river networks, and our experience on the Rhine, and that of the Royal Navy, shows that they are eminently suitable for such work.
Construction
Rebuild a number of the surviving Saint Chamond tanks so that there a total of 100 ammunition carriers. The majority of the remainder will be scrapped, with a minority stripped for spare parts first. Save for six, which will be sent in pairs to the USA and UK, for use as museum pieces. The last two will be used to that end in France.
Continue the refurbishment of the German & Austro-Hungarian War Prizes.

Sign the Kosai-Jasper agreement with the Kingdom of Belgium, stipulating that during the Japanese evacuation of the Russian Far East, any willing White Russians will be given transport to Port Arthur, where Belgian vessels will take them to resettle in Belgian Congo, far from communist reach. This opportunity will only last for the length of the Japanese evacuation, which should be around three months. In return for ferrying these Russians and holding them until Belgian vessels arrive, the Belgians will cover the costs of fuel and supplies for the operation. The Japanese foreign ministry will make a statement stating that the Empire of Japan, while sorrowful in its failure to maintain freedom from communism in the East, is glad to give these Russians one last chance at liberty among Belgian friends. Order the Japanese embassies in the following countries, Spain, Portugal, Greece, Yugoslavia, Brazil, Argentina, Uruguay, Chile, Peru, Ethiopia, Siam, and Venezuela, to send detailed lists of the vessels that are being put into the Spirit Fleet in the Imperial Nihon Fleet Revitalization Plan, and begin Naval sale negotiations with countries that are interested in purchasing a ship in the Spirit Fleet. Conduct a deal with the Belgian government to sell the battleship Fuji, for the price of three times its scrap value plus 9% of its build cost. In addition to bringing the ship to Belgian waters, the Japanese crew of the Fuji will train Belgian sailors (with translators) for two months, and the Navy Design Buruea will be instructed to create a copy of its schematics to be leased to Belgium, for furniture battleship research and so that parts may be constructed for replacement. The Diet passes the “Imperial Labor Organization Act”, a revolutionary new way in order to empower the Emperor’s laborers, and better integrate Japanese society to better serve its Emperor and bring prosperity to the empire. In order to better understand and assist labor unions, the Japanese government will be expanding the Privy Council to include four extra councillors, expanding its number to twenty-eight, who will be chosen to represent labor interests in the Japanese government by a new formed assembly called the Assembly of Nihon Labor. The Assembly of Nihon Labor will be a national assembly for matters of unions and labor, from which unions across the country may debate and propose decisions which its Privy Council representatives may represent at the Privy Council to the Emperor. It will be organized with ninety-four members, two from each prefecture, to represent a diverse set of labor interests. In addition, each prefecture government will have its own Assembly of Labor, made up of representatives from each currently recognized labor unions in that prefecture, and that assembly will vote upon which two members will represent the prefecture, as well as advise the prefecture government and governors on labor needs and wishes. Labor unions that do not comply with this new re-organization with the government, will be dissolved, by force if need-be. In addition to this creation of a government body to represent labor interests, strikes will be outlawed as an outdated mode of worker representation that comes at a cost to the entire nation. The act shall have provisions made to create a police unit within the Ministry of Justice call Unit 500, that shall be used to forcibly break strikes in the event of one, at around 2,800 strong. The labor unions will be given one year to acclimate to these new changes and prepare its representation in each government body, after which, all new legislation comes into full effect. In recognition of the important roles these two places played in Nagasaki’s and all of Japan’s history during the Tokugawa period, Tojin, the fortified Chinese trading town, and Dejima, the Dutch trading island, will be declared national historic sights and only to be changed for restoration or safety purposes. As vessels begin to ferry Russians from cities in the far east, such as Vladivostok, prepare three temporary refugee camps in the surrounding rural areas of Port Arthur, as well as food and water stocks until the arrival of the Dutch. Begin constructing the necessary military barracks and a divisional headquarters for one division at Toyohara, in the Karufuto Prefecture, on Sakhalin. Using money from the extra-ordinary budget allocations, as it is the appropriate allocations, civil construction corps and privately contracted Zaibatsu construction companies, will build temporary housing in the towns of northern Siberia to accommodate the evacuating Japanese colonists. Order the 5th Construction Regiment, stationed in Hiroshima with the 5th Division, to begin creating fake machine gun nests, fake artillery positions and wooden fortifications on the southern beaches of the Kochi prefecture, for an amphibious war game exercise in May. Imperial Nihon Fleet Revitalization Plan or the Year Ten Naval Plan [Phase A], in order to reduce the costs of the Imperial Japanese Navy at the behest of the Diet. No new projects will be started until April of 1921, where Phase B will begin, however all projects under construction will continue. Phase A will consist of the creation of a Spirit Fleet, the suspension of several active warships, and a reduction of current active duty service members. After Phase A and B, Phase C will begin. a.The creation of a Spirit Fleet. Members of the primary military reserve (Yobi-eki) Navy branch shall be tasked to maintain the Spirit Fleet, and will receive a Spirit Fleet Service ribbon if they are billeted there. Those stationed at the Spirit Fleet will also train on the ships they maintain should the ship be activated in times of war. The Spirit Fleet will be located in Nagasaki bay and necessary warehouses and docks will be nationalized. b.The following battleships will be moved from active service to the Spirit Fleet: Asahi, Kashima, Katori, Iwami, Suwo, Hizen. A total of 69 warships have been taken off active duty rosters. c. The reduction in active duty servicemen of the Japanese Navy will come in three parts. Because the first phase of the INFRP is such a large reduction in the fleet size (Over one third) there must be a reduction in active duty service members, however not as drastic as the reduction in ships, because of Phase B. 10% of the lowest performing officer corps, and 10% of the lowest performing senior/career enlisted will be laid off over the next eight months, while the other officers and career enlisted will be temporarily moved to Spirit Fleet positions, staff positions, or other transitional work until Phase B comes into full effect. Finally, 45% of the lower enlisted/conscripts stationed aboard those ships will be lowered to primary reserve service (yobi-eki) temporarily, and may be called back up to active service in the navy to fulfill their remaining active service years if billets need to be filled aboard new vessels. In light of the IJA’s misrepresentation of the intervention in Siberia, secret support of a war criminal, and its historical associations with political assassinations, the Emperor, through the voices of his loyal Genro, proposes an amendment to the Constitution of 1889, creating an Imperial Japanese Armed Forces Inspector General, separate from the existing IG of Military Training, in order to maintain transparency of the IJAF. It will investigate officers and soldiers who derivate from stated orders by the Emperor and his Diet, and take great measures for suspected connections to assassinations. This IG will report directly to the Diet, hence the need for a constitutional amendment, partly to prevent division between the military and the diet, and partly to create a multi-stratification of accountability and leadership for the military, as it would give the Diet some authority over the military, instead of just the Emperor. The army units will also assist White Russians interested in escaping to the Belgian congo or resettling in Sakhalin. The Japanese government will activate all military transports, contract passenger line Zaibatsu, and even cargo vessels if necessary to ferry over the Japanese colonists and Russian refugees. Turn 1 Moderations: Belgium Turn 1:
The Military budget is increased but many question why a Navy is needed.
The Army cannot increase the number of White Officers as that would require an increase of over 2000 new commissioned personnel. The Army instead authorized an increase in the number of white NCO's. As a result, squads of Askari soldiers are now commanded by white NCO's. Under this new command structure, new close order drill and training procedures are implemented to increase discipline among the ranks.
There is not enough white personnel to fully man the new colonial brigades. As a result, the Army intends to transfer 3 Brigades from Belgium to the Congo. The remaining 2 Brigades will be raised from volunteers recruited in Belgium and the Congo.
Naval Officers have been dispatched to the United Kingdom for training in British naval academies. Italy has also received a mission from Belgium. Other such missions are being sent out to any major naval power that will receive them.
The new settlement initiative is received with much enthusiasm by the Belgian population. In the aftermath of the great war, many lost their homed and their jobs and this is seen as an opportunity to start anew. Hundreds of families apply for the relocation program hoping to settle in the Congo. The plan however has come under much scrutiny from the Belgian industrial sector as many economist and industrialist fear the affects of removing people from the labor force. Some within the Belgian government have also pointed out that the increased military budget and funds being put towards developing the Congo may be better spent reviving Belgium's deflated economy and industrial power.
Belgium has received tender offers from the British government as well as Armstrong Whitworth and the Italian government as well.

British and Canadians are open to free trade agreement.
Both also accept the mutual defense agreement. An attack on one shall be considered an attack on all.
Canada states flatly that it would never sell one of its provinces. They however go onto say that if US oil companies want access to the region, an arrangement could be made. The rights to the resources in the region will not be sold off. However, US oil companies may offer bids to acquire licenses to mine the area for oil and other precious resources. Any such operations would be subject to Canadian oversight as well as appropriate taxes and stipends.
A committee composed of American, Canadian and Mexican mail services is put together to increase cooperation and efficiency.

The Fourth Force Act is passed through congress but has little effect. State and local law enforcement are simply unwilling to enforce the laws passed. Federal Agencies are also ineffective due to a lack of cooperation from local agencies. Congress also amended the act preventing the use of military force as it is currently illegal for the US Military to be used as a law enforcement agency. State Governors may use National Guard Forces to maintain order but local governors likewise have been reluctant to take any action.
The Voting Rights and desegregation acts do not make it through congress. The acts also spark an increase in violence against African Americans in the Southern States. Lynchings rise to shocking levels with authorities either unwilling or unable to intervene. In a few cases, these attacks are supposedly carried out by the local law enforcement.
Women gained the right to vote back in 1920. Never the less, this is still seen as a landmark legislation as it ensures women are granted equal opportunity employment rights. The act also makes women eligible to be drafted into the US Military in non combat roles.
The Operation against the mob goes well at first. All across the country, the FBI arrests dozens of known mobsters. However, the operation loses momentum quickly as its details were leaked to the public through an unknown source. As a result, most of the FBI hits miss their intended targets. Furthermore, most of the arrests have been made due to misdemeanor crimes. The FBI is attempting to build cases against each defendant but without hard evidence, most of those arrested are expected to be released within the next month or two.
New Hires are being made rapidly. The FBI mob squad is being greatly expanded to increase the current tempo of operations.
Secretary of State, Charles Evan Hughes points out that one area where massive amounts of money could be saved is the bloated naval budget. He proposes that the US host a conference with all the major naval powers invited to discuss cutting back naval expenditures. There is no need to expand the Navy if the United Kingdom and Japan can be convinced to cut back their own programs. This may also present an opportunity for the US to catch up to Great Britain. Instead of trying to out build them, we may convince them to give up their naval dominance with a stroke of a pen.

The plan to obtain a complete historical record of the Great War for national preservation is met with mixed opinions. Many Veterans of the war just want to forget about what they experienced and wish to return to their civilian lives. However, the families of those who lost their lives have come out in overwhelming support. The French Government has been inundated with letters, diaries, and memorabilia from families of those soldiers who died in the fighting. Some Veterans are also openly talking about their experiences in the trenches. The government program has also inspired many officers to begin writing their memoirs for posterity. There has even been response from American Veterans who fought with the French Army as well as interest from Colonial Troops who also served.
All Military plans proceed as scheduled. The 55cm 19D torpedo shows promise in initial testing. Poland Bulgaria and Romania all show interest in the Vedettes and would like to acquire 1 each for testing purposes.
100 Saint Chamond tanks will be converted into ammo carriers. Of the rest that are not preserved as museum pieces will be scrapped.
Refurbishment of war prizes is ongoing.

Japan Turn 1:
With the collapse of the White Russian Army in the east, the survivors begin pulling back to Vladivostok. This results in a surge of White Russian soldiers and civilians wishing to be evacuated before they are captured by the Bolsheviks. Many White Russian Officers seek refuge for themselves and their families as the remains of the White Russian Army prepare defenses in the east.
Spain and Greece both show interest in acquiring ships. Specifically the Asama Class armored cruisers as well as the cruiser Chitose. The Murakumo class destroyers are also of interest to Spain, Greece, Peru and Venezuela.

Imperial Labor Organization act passes through the Diet. However, Japanese labor unions are not thrilled about having their right to protest taken away. But this is offset by them now having representation within the Japanese government. Where as in the past, protest were put down violently. This offers them a chance to implement new legislation.
Tojin and Dejima have been declared historical sights with provisions for preserving and restoring these sights.
Refugee camps and temporary troops barracks and housing will be constructed. Wont take long.
Mock fortifications will be completed in time for the planned exercises.
The Fleet Revitalization program is met with great enthusiasm by both the Japanese Diet and the Imperial Japanese Army. The Diet sees it as an important cost saving measure while the Army thinks it presents an opportunity to increase their own budget. The response from the Navy however was less than ideal. With some high ranking Admirals even threatening to resign in protest. However, clearer heads prevail when Admiral Togo of all people appeals to the Navy leaders. In a rare move, Togo spoke out telling his former subordinates that older obsolete ships only drain the capabilities of the Japanese Navy. He did not defeat the Russians using old ironclads. But with the most modern ships Japan had. The next war will not be won by ships that he commanded in battle 20 years prior. Even so, officers are still protesting the move with many demanding to know how Japan plans on making up for the reduced number of available hulls.
The 11th and 4th Divisions are preparing for their withdrawl from Siberia. The local commander has expressed some concern over the White Russian forces pulling back along his lines of supply. The large number of refugees may make movement difficult. He is requesting that his command be temporarily be reinforced as they may have to fight a rear guard action of the Red Army closes in further.

Unfortunately your words of encouragement have little effect. The government saying "there is no cause for alarm" has of course, caused some citizens to become alarmed.
Request for bank loans has been issued.
The economic minister is trying to figure out which currency if any Germany should attach itself to. He does not recommend dropping the mark just yet as that may have serious consequences.

In the United States, Woodrow Wilson leaves office among recent scandals leaked from Washington DC. However, the rumors floating around about the former president have yet to be verified. Warren G. Harding is sworn in as the new President of the United States.

Land of the Rising Meatball Turn 2:
Over 50 years of suppression has left Buddhism in a weakened state in Japan having been pushed to the fringes of Japanese society. As a result, many people do not see this move as beneficial. Some even view it as counter to their Shintoism beliefs. However, this move is is well received by the Buddhist population with some new temples already being erected.
The ceremonies are a huge success. Despite initially low turn out, locals eventually began flocking to the ceremonies in what became a celebration of Japanese culture. The Amphibious wargame is held. The first wave of the beach assault is conducted by 2 Regiments of the Naval Infantry. They make a successful beach landing but are quickly pinned down by prepared artillery and machine gun positions which have the entire beach zone bracketed. A 3rd Naval Infantry regiment comes ashore in the second wave but encounters some difficulty as the tide has started to come in resulting in heavy surf which causes some of the boats to become swamped. The exercise is called to a halt for about 30 minutes while the troops from the 3rd wave are recovered. Fortunately, there are no casualties and only minor injuries. The exercise resumes with the 4th Regiment coming ashore. The four regiments combined are able to push up the beach and into the defenders positions. By the time the exercise is called to a halt, the Defenders have been pushed back from their initial defensive positions and are occupying tertiary defensive positions. As a result, the Defenders are declared the winners of the exercise as the assaulting regiments failed to achieve their objective of securing the beach.
The Chrysanthemum plan is unveiled and the Japanese Admiralty is satiated.
Japanese withdrawl from Russia is complete. However, the Belgian operation to evacuate White Russians is still ongoing. As a result, more White Russians will continue to appear on Sakhalin island for the extent that the operation continues.
