Turn 3 - July-September 1921
Diplomacy
Thank Britain for the copies of the plans of the carrier Eagle. Inquire whether Japan would be willing to attend a conference to discuss possible naval limitations, with a view of making the most of the Peace Dividend. Send ten Vedettes the Czech Republic
General
Historical internals. Continue the process of rebuilding the lands in the war zone during the Great War. Continue the comprehensive process of Government sponsored collection & recollection of memories and experiences of the war, so that the people, French and otherwise, may know of what the poilus et al went through. If people do not wish to partake, that is also acceptable, though partaking is preferred. It is an ongoing project, so if people change their minds, either way, that will be accommodate. Volunteers from other nations that fought with the French are also welcome to make submissions, as well as those of Allied formations that fought in France. 1921 Tour de France ends in late July.
Military
Continue the process of slow demobilisation of military personnel Continue the process of going over the equipment of demobilised personnel, for storage or disposal through scrapping or resale. Continued slowly releasing the Vedettes that are surplus to present requirements to the open market. As most are still serviceable, this can be for use as yachts, amongst other things. Also offer them to Austria & Hungary as they have substantial river networks, and our experience on the Rhine, and that of the Royal Navy, shows that they are eminently suitable for such work.

Turn 3 ModerationsSnaileater:
Britain is happy to help and offers to send any technical advisors as needed.
Inquiry is sent to Japan
The Czechs recieve 10 Vadettes
The rebuilding process is ongoing but moving slowly due to the shear amount of devastation. Clean up crews are having to move slowly through the explosive ridden country side. Several workers have been wounded in the past 3 months due to unexploded ordinance.
All productions are continuing.
NiD 29 fighters are currently being produced at a rate of 25 per month. Or 300 per year.
Waffleball Turn 3:
The Naval Event in Antwerp is a huge success with crowds pouring into the city to see their new navy. The Belgian flag flying proud over the new ships. Civilians are given tours of the vessels and festivities are held with much fan fair. A squadron of 4 British cruisers arrives for a port call and join in the festivities. They fire off their saluting guns in celebration of the creation of the new Belgian Navy. The ships depart for Ostend with much pomp and fan fair.
Settlers Assistance Agency is created
Construction on new railway is to begin
The Russians are pleased to see the construction of orthodox church. It should be noted however that many Russian families are experiencing difficulty. Most do not speak Dutch, French or German which are the most common languages in Belgium. As a result, getting the new immigrants settled is proving complicated.
Additional transportation has been contracted for the effort. Unfortunately, the long travel time from Asia to Belgium and the Congo means that the transportation still cannot keep up with the amount of refugees trying to flee the country. With thousands of White Russians flowing into the Vladivostok area every day. The Belgian concession in Tianjin has also been overrun with refugees as the area is too small to support such a large population for long. Despite the problems, thousands of displaced Russians are arriving in the Congo and Belgium every week. Currently, 36,000 White Russian refugees have been transported to the Congo. Another 5,000 are awaiting transport in Tianjin. Sakhalin island also has another 50,000 White Russians wishing to be relocated to either Belgium or the Congo.
Offer of loans is sent to Germany.
Various Belgian business interest have begun setting up shop in the Congo.
Portugal is not currently interest in selling off any portion of Angola.
Murica Turn 3:
UK refuses cash offer.
Executive order is overturned by the Supreme Court as being unconstitutional.
Federal Agents are dispatched to the South to try to enforce the 4th Force Act. Unfortunately, they are running into the same problems as before with state and local officials simply not cooperating fully. The federal agents also cannot build any criminal cases against those officials because at least on paper they have done nothing wrong. Local police departments have begun "enforcing" the act but these "efforts" have yielded no results. The situation is becoming extremely hostile however. A number of Federal Agents have received death threats from anonymous sources. There was also one incident where a black man was thrown from the back seat of a moving vehicle directly in front of a group of FBI agents. The agents were unable to ID the driver of the vehicle. The black man had been severely beaten and was rushed to a nearby hospital where he is expected to recover.
Secretary of the Treasury advises against increasing taxes on the wealthy. He is of the opinion that lower taxes will help spur spending and economic development. The phrase "trickle down economics" is used.
A panel is set up for the purposes of recommending regulations on wall street. Several prominent bankers and investment firms have come out in opposition of any regulation as they feel limiting their ability to buy and sell, invest and divest will slow economic growth.
The idea of a transatlantic air route is bold. Although congress is not willing to invest in the idea. As the idea of air travel across the atlantic has only been tried a few times. However, congress is willing to offer subsidies to any private individual or corporation that can make the idea work.

Turn 3 Events:
Paris Shocked:
Augest 14th 1921, Paris France
3:00 AM Local Time
Mysterious activity around the Eiffel tower was reported to the Paris Police Department. Upon investigation, local officials discovered a group of men attempting to plant explosive devices at the base of the tower. Upon being confronted the group opened fire on the police officers killing one. Panicked the group ignited the explosive devices causing a massive explosion around the tower. Fortunately, only a handful of the charges had been placed. Although heavily damaged by the explosion, most of the steel support beams were left mostly intact allowing the structure to continue standing.
The remaining terrorist fled the scene but were chased by French police officers. An intense battle broke out in the streets of Paris as about a dozen armed terrorist fled from their pursuers. The French police were often pinned down by automatic weapons fire but managed to continue the pursuit at range. Finally, the terrorist were cornered in a warehouse where French police surrounded the building. The terrorist continued to fire on the police but were unable to move from their location. At about 5:00 in the morning, a squad of Gendamarie arrived to reinforce the police officers on seen. The Military Police Officers deployed a machine gun outside the storehouse and fired into it. Completely surrounded and now outgunned, about half the terrorist chose to commit suicide ingesting cyanide capsules. However, 6 terrorist chose to surrender and were escorted from the premises in chains. In their possession was a number of German weapons including Luger pistols and MP-18 submachine guns. The terrorist were also captured with German ID papers and most spoke fluent German.

Turn 4 Moderations: France Turn 4:
Your displeasure has been made known
Request sent to the German government. German ministers are providing their full cooperation.
Demobilization will be paused for the next two turns. The latest round of conscripts have had their services extended by one year. Furthermore, the current batch of soldiers awaiting demobilization have almost universally volunteered to extend their service with the Army.
Operation results will be PM'ed
Belgium Turn IV:
The Army has been put on full alert.
The Chinese say "no"
Pamphlets are being handed out to Russian Settlers. Furthermore, information centers and schools are seeing a lot of use as many Russians are eager to start their new lives.
I don't know what the Makal-Tshikapa-Luluaburg is.
Businesses are setting up in Central America. However they are encountering stiff resistance from the local governments. This is most likely due to the presence of the United Fruit Company. As a result, your company has been unable to secure any contracts with the local fruit growers. The lumber trade is slowly expanding but is hampered by a lack of logistical support. UFC also owns the railroads.
Elswick and Vickers both agree to sell you the weapons. The 14 inch guns will take 3 turns to construct. The 6 inch guns will take 2 turns
Operational Results PM'ed
USA Turn 4:
Your remarks of concern are well received in France and with the American people. However, nobody was accusing the USA of anything so denying American involvement is very suspicious.
PepsiCo is pleased at the popularity their new drink has with the President and business is booming because of the good press.
The presidents long proud tradition of grumbling about the press continues.
Operational results PM'ed

Turn 4 Events:
Several people were apprehended by German diplomatic security forces at the German Embassy in Paris. These people appeared to be of French citizenship and had various explosive devices on their persons. German authorities are now investigating. The main theory is that this was an attempt at retaliation by the French people for the attack on the Eiffel tower.
Paris Bombing!
Another bombing has taken place in Paris. This time inside the Army Museum in Paris. The bombings were centered on the Compiegne Wagon within which Germany signed the instruments of surrender. The train car has been completely demolished and the surrounding building has suffered extensive damage as a result. Nobody saw who did it and the perpetrators are still free. The recent attacks on the Eiffel Tower and the Army Museum have left the country shocked. Parisians are shaken by the outbreak of violence with many French Citizens demanding justice. The French government is also receiving criticism for a lack of increased security in the wake of the Eiffel Tower attack.

Turn 5 - January-March 1922
Diplomacy
Question why the Americans would deny something that they had not been accused of. Indeed, that in itself is suspicious. Ask them if they have anything else they wish to say.
Thank the Germans for their cooperation. It will not be forgotten.
To that end, aid the Germans in any investigation into the Frenchmen found in proximity to the German embassy.
It is an ongoing project, so if people change their minds, either way, that will be accommodated. Volunteers from other nations that fought with the French are also welcome to make submissions, as well as those of Allied formations that fought in France.
Ask Wagons-Lits for a wagon from the same run as the one destroyed in the recent attack.
Begin rebuilding the Army Museum.
Military
Historical arms exports & licenses (to NPCs)
Begin discussions for the Financial Year 1922/23’s Budget.
Thank those that volunteered to stay on.
Continue the process of going over the equipment of demobilised personnel, for storage or disposal through scrapping or resale.
Cease the release of the vedettes. Still offer them to Austria & Hungary as they have substantial river networks, and our experience on the Rhine, and that of the Royal Navy, shows that they are eminently suitable for such work, but state that immediate deliveries cannot be guaranteed.
Construction
Continue production of Mle 1916 Berthier Rifles & Carbines, at a slow rate.
Continue production of the 75mm & 105mm Mle 1919 Mountain guns (Schnieder).
Continue production of the NiD 29 C.1 fighter.
Continue the refurbishment of the German & Austro-Hungarian War Prizes not yet in service.
Begin test firings for the 450mm/45 Mle 1920.

Turn 5 Moderations: Short turns so short moderations. France Turn 5:The American Ambassador to France honestly has no idea why his president says the things that he does. He also expresses his sympathies for the tragedy that has befallen France. He continues by saying that the USA is willing to commit whatever resources are necessary to bring those responsible to justice and to ensure the continued security of all of America's allies. The German government expresses its thanks for the support from France. However, the investigation would be far easier if it were not for the current circumstances Germany finds itself in. Wagon Lits submits a proposal to build a brand new wagon to the same specifications as the Compiegne Wagon. The new wagon would be built using scrap metal salvaged from both the Eiffel Tower as well as the original Compiegne Wagon. Funds have been set aside for the repairs to the Army museum. The government is currently accepting bids from several construction firms. 7.5mm French will take 2 turns MAS M1924 will take 2 turns. USA Turn 5:
Nothing happened. A speech was made, The President made a fool of himself, with a President like you, the media doesn't need yellow journalism.
