The last two decades have represented the greatest pace of change, social, technological, and political, in centuries. But it has also represented an era of uncertain peace, always on the verge of tipping back into the chaos of the mid 1860s.
The western coast of Media still bears the scars of the war that brought in this new era.
In 1863, Dh’arian backed rebels brought chaos to the United Median Emirates as the coastal states sought freedom and republicanism from their authoritarian Emirs. The Dh’ar Empire had long sought a foothold on the great continent, and more importantly, hoped to chip away at the power base of the Rossiyan Kingdom. The UME had been a long client state of the Rossiyans and the monetary and weapons support of the Median separatists brought the kingdom into the war quickly.
The separatists fought hard, but the sheer might of the Rossiyan army nearly pushed them to the edge. Although Dh’arian blockade runners could bring assistance, the war seemed near hopeless for the Median separatists until the intervention of the Usean Empire. The Usean public, unsympathetic to the tyrannical Russiyan Kingdom and dedicated to a democratic cause being massacred on shores so close to home, practically forced its constitutional government to intervene with a peace delegation. Knowing the futility of the affair, but interested in maintaining appearances, condemned the conduct of the war and recalled its primary ambassador in protest, leaving their assistant ambassador to ensure trade relations were maintained.
The Rossiyan government took offense to this slight, and in response, interned over twelve Usean merchant vessels. Immediately, the government was petitioned by those vessel’s owners to threaten war in order to free their trapped investments. This tit for tat escalated and escalated, until, seeing no other resolution and interested in gaining the upper hand, the Rossiyan army pre-emptively attacked through the Dutchy of Eurusia, a key ally of Usea, to catch Usea off balance. 
Quickly this combat stalled, as the Rossiyans were dogged down in the mid-autumn and trenches lined the battle lines between Rossiya and Usea on Eurusian territory. But the war exploded elsewhere. Rossiyan troops and Usean Colonial forces fought in north Indira, scaling mountains to bring mountain guns and rifles to bear in Avcalia. At sea, Usean forces, adapting the innovations in steam and iron as quickly as possible, ravaged Rossiyan fleets in the inner seas until they were contained to their ports. With the seas cleared, the Dh’ar Empire deployed its forces on the Median coast, making use of military support sent by the Usean empire to tie down Rossiyan soldiers away from Indira and the Eurusian Dutchy. Client states across the Great Continent engaged, seeking to resolve long-standing diplomatic disputes by contests of arms.
While the highly industrialized Usea could pull on its many factories to make war materials, Rossiya’s industry was quickly overtaxed. Rich in resources, it lacked the capability to make use of all these. The Elfrieden Kingdom, then still a rising power, quickly intervened, offering its many arms and industries to the use of Rossiya and its client states, as well as the Dh’ar empire. This new state of affairs was not appreciated by the Usean Kaiserliche Marine. The Elfrieden Royal Navy began sending blockade runners to bypass the UKM’s blockade, but as the summer of 1864 began, the ERN realized that the supply the Rossiyan’s needed could not be brought by blockade runners alone. 
Meanwhile the Median coast was being torn apart by maneuver warfare, as Median separatists, Median Emirati forces, Rossiyan divisions, and Dh’arian light infantry tore up the once beatiful coasts, with its many fishing villages and sleepy villages, the lines of control shifting wildly every month. Discontent began to form in Indira, and Rossiya, as large casualties mounted in Avcalia, with little to show. As the frost melted, the great prairies of the Eurusian Dutchy was zig-zagged by slow trench warfare. The war was grinding to a halt, as no side held the upper hand.
The main players were in a deadlock, but the king of Elfrieden saw an opportunity. A deft master of naval strategy, with the help of his childhood friend and head of the Navy, devised a new policy of naval strategy. Rather than trying to pierce the blockade, the ERN would entice out the major fleet to a decisive battle, and force the UKN to its home ports. The ERN brought its grand fleet out, and thrashed the Usean blockading ships near the eastern seas off Indira. Immediately, the high seas fleet was mustered, and weeks later, met the ERN. However, the ERN, away from nearby coaling stations and reliant upon neutral powers, struggled to maintain necessary coal stores. The UKN, utilizing its many coaling stations, came well prepared. The more experienced and better supplied UKN defeated the well-trained but effectively stranded ERN fleet in the Battle of the Titans. 
Though Useans celebrated the victory wildly, the Usean nation had broken its back, and its leaders knew it. They could no longer support the blockade, and should the Rossiyans push any further in the Eurusian Dutchy, the Usean ground forces were stretched too thinly to logistically supported. The Rossiyan Kingdom was also suffering, though politically and not militarily. Fed up with the authoritarian rule of the Rossiyan king, and dissatisfied with losses without any meaningful gains, Rossiyans began revolting in the major cities of the kingdom.
It was nearing 1865, and no participant was interested in another winter of combat. The parties met together in the neutral state, the Mesian Republic. There, Usean, Elfrieden, and Rossiyan delegates met, leaving the Dh’arians and Medians to watch as they decided their fates.
The Median Emirates were established, and the separatists given a rump state. Client states were reformed to the liking of the newly established great powers. The Dh’arians were ordered to remain in the Southern continent, under threat of triple intervention. A new customary system appeared, where, when a crisis would unfold, the three powers would meet to discuss a peaceful resolution.
But more importantly, each power learned its lessons. The Elfriedens and Useans quickly got to improving their militaries. Usea saw its destiny held by the seas, vindicated by its great naval victory, and worked on its naval dominance. The Elfrieden Kingdom focused inwards, establishing a fortress of a nation, and invigorating its military development. The Rossiyan kingdom became the Rossiyan Imperial Hegemony, as the government changed to ensure no revolutionary polity would take over, the government focused its efforts on ensuring no strand of opposition remained in Rossiya.
In the meanwhile, the nations of the Far Continent profited, having loaned money to the Usea, the Dh’arians, and Rossiya.
Debts were paid. New militaries built. And new leadership came into power. Eventually the customary system went out of use, and memories of the war faded. It is a new world, and hungry powers, new and old, seek to rectify the system, wise from their previous mistakes.
After 20 years of manufactured peace, crises are brewing. Strifes and struggles have been kept at bay for too long, and now the great and rising powers have no interest in stifling them, and in fact see opportunities for changing the balance of power in their favor.
The old world is in crisis, as a new world is emerging.

Diplomacy:
Denounce the actions and declarations of the Rossiyan Hegemony on the international stage, informing all foreign diplomats about the actions of the Rossiyan Hegemony on Dh'arian citizens, plus inform them on the nature of the Dh'arian response to prevent any misunderstandings.
Remove all Rossiyan diplomats from the country and return them to Rossiya in response to Rossiyas' unjust actions towards the Dh'arian Empire. Have the Grand Vizier (PM) give a speech appealing to the Dh'arian people to not take any retaliatory actions against any Rossiyan citizens and to excercise the peaceful tennets of Zhakarianism.
Demand the liberation of all Dh'arian citizens from the Rossiyan Hegemony forces along with their safe return. Demand compensation for any Dh'arian citizen that shows signs of mistreatment or abuse by Rossiyan forces. Inform Dh'arian citizens and diplomats of the dangers they face by staying in the Rossiyan Hegemony, via diplomatic, public, or any channels, and inform them to leave the Rossiyan Hegemony and return to the Dh'arian Empire if posible.
Internal affairs:
Contact the families of all those affected by the Rossiyan actions and inform them that the Empire Will do its best to ensure their safe return.

Diplomacy: Ratify the Albertson-Rodolfo Treaty with the Tainan Grand Republic. Ratify the Status of Forces agreement with Dh'ar Imparatorluk. Recall the Senior ambassador to the Rossiyan Hegemony, leaving the Junior ambassador in place to maintain minimum communications. Declare that any Rossiyan Hegemony vessels found in Kingdom or colonial waters are to be searched, without exception. Any persons found to be enslaved are to be repatriated to their nation of birth, the Crew imprisoned and sent to the Kingdom to await trial, and the ship impounded, awaiting payment from the Hegemony. Usean Empire Turn 1Diplomacy:
The Usean Empire cannot in good conscience enter into any military alliance with a state that maintains the institution of slavery. It goes against every moral and legal obligation this nation has. However, in the interest of maintaining peaceful relations with its neighbors, the Usean Empire extends to the Rossiyan delegation, an offer of a non-aggression pact.
Enter into a technological exchange agreement with the Tainan Grand Republic. The Usean Republic will help them develop their steam engine and metal industries.
Send a diplomatic envoy to the Kingdom of Elfrieden to discuss establishing closer relations and securing new trade routes.
Internal Affairs:
Propose the establishment of a pension system for military personnel. Veterans of the Median Conflict may qualify to be grandfathered in. Allowing them to collect a pension from the state. This act is the first step in a series of social security reforms that the government will be debating over the next 4 years.

Turn 1 Moderations
Rossiyan Hegemony
The Usean Empire and the Elfriedien Kingdom have rebuffed your attempts at a Mutual Defense Agreement.
The Meridians send a delegation to better understand their new position. Unsure if the promise to build ports means the Rossiyans will retake their lost territories, the council of Emirs has not issued any sort of response to the making of their nation into a Rossiyan protectorate.
The acts against Dh’ar and Dh’ar citizens have been celebrated throughout the nation as a long awaited act of revenge against an enemy that has been treated with kid gloves for too long. The few Dh’ar people that were in Rossiya are now gone. However, many are calling for action against the Elfrieden kingdom for their immoral internment of Rossiyans.
The military orders are made.
The wall has begun.
These major procurements are started, approved with flying colors.
The new Rossiyan Kremlin has taken first priority of the nation’s builders.
Dh’ar Imparatorluk

Usean Empire Turn 2
Diplomacy:
Invite the Kingdom of Elriedan to attend a conference in the Usean Capital of Oured. The goal being to pave a path for peace and cooperation in the future.
Accept orders for 6 Kaiser Class ironclad battleships from the Tainan Grand Republic.
The Usean government is appalled by the Rossiyan governments willingness to attack otherwise neutral shipping on the high seas. Taking foreign powers ships and enslaving their crews without cause is nothing less than an assault on the stability of world trade itself. The Usean government has no choice but to condemn to the Rossiyan Government for their careless act. It is but for the grace of god that the war has not escalated further.
Internal Affairs:
Lay down 6 Kaiser Class battleships to be bought and paid for by the Tainan Republic.
Lay down 4 Griffin Class sloops for the Usean Navy.
Introduce the 1884 Naval Law into the Imperial Diet

Turn 2 Moderations
Rossiyan Hegemony
NAP accepted.
The diplomatic staff are sent on the first clipper, not captained or flagged by Tainan. Tainan citizens are moved out, however, despite orders not to be harmed, many are harassed and a few fist fights break out as they are shuffled from their residences and hotels. The Elfriedens are also expelled. As many more Elfriedens work in Rossiya, there are noticeable economic and administrative effects. More fights break out as several Elfriedens are angry for their lost homes, assets, and lives.
The Elfriedens are paid and by June, Rossiyan merchants are beginning to see massive cuts in their profits as the Elfriedens are the third largest trading partner of Rossiya. Exporters see a 28% drop in revenue over this financial quarter.
Grand Vizier is effectively insulted.
The Emirs cannot offer slipways unless they have the coastal states. The coastal states have totally refused any sort of reconciliation.
Purges continue. Few suspects are found in the midst of the wave of nationalism for Rossiyan supremacy over Taino indignities.
The nation is put into wartime production. The economic effects of the unofficial blockade of Elfrieden are stalled by this decision. Weapons and warship production effectiveness increase significantly. The Taino vessels are impressed. The screw frigate captured requires extensive repairs unable to be worked on in Rossiyan yards.
20% of the order is complete. In three months (Turn 3) 50% will be complete. In six months, if current wartime production persists, 85% will be complete. In 9 months (Turn 5) The entire order will be complete.
The draft is conducted. Recruitment depots have inducted 1.2 million recruits. They estimate each 3 months will bring in another 1 million recruits in three month (turn) increments for 9 months, topping out at 4.2 million recruits by turn 5. Many men are taken from the fields and industry.
There are no gatling guns. Only Dh’ar has a gatling-type gun design, that is known publicly.
Defense wall will be complete in three years if wartime production persists.

Military, agricultural, educational, justice and secret police infrastructure is subsidized. In a rare moment, Rossiyan economists have filed a memo stating that current spending levels are not sustainable without international lenders.
The infrastructure decree will likely not be finished until 6 years from this point, with most major cities connected by rail and telegraph until 2 years from now, due to wartime production.

Turn 2 Events
Clash, in the Seritatis!
On the 17th of July, 1884 Taino forces, under the command of Rear Admiral Antonio de Salazar, managed to find, an decisive defeat, a fleet of gathering Rossiyan marauders off the coast of San Korone, in the Seritatis sea. The Taino cruiser and escort squadron managed to entrap the Rossiyan frigates, clearly not preparing for a fleet battle, and pincer the fleet of small vessels. It is believed over a dozen Rossiyan vessels were sunk or captured by the superior iron fleet, including at least one ship of the line. Salazar is being commended as a hero in San Korone, for bringing the first big victory over the Rossiyan menace.
Destruction and Treachery
While the Grand Tainan Republic Navy was sweeping the seas of Rossiyan flagged marauders, vessels, under flag of Tainan and Usea, ferried agents, later found out to be Rossiyans, carrying explosives. Although what seemed to be their original target is still unknown–few Rossiyans admitted to anything beyond a desire to destroy Taino shipping–over 14 civilian piers were damaged, causing major supply chain disruptions, as the Taino shipping industry has never operated under risk. Now, many companies fear the use of Taino ports, including many foreign contractors.
After ferrying these agents of destruction, many of these ships began mining Taino waterways, in order to cause destruction. However, after the sinking of four Taino vessels, and the obvious way many of these Taino flagged vessels sailed and seemed to be Rossiyan built, most of these false flagged vessels were captured, and their crews found out to be Rossiyan. However, now any vessel under Usean flag is stopped far outside of Taino inner waterways, to prevent further economic dislocation and casualties, causing further economic disruption and the loss of profits for many Usean merchants. The Usean people are infuriated with the dastardly acts of Rossiya. While few desire all-out war with a neighboring nation, there are predominantly two camps in both public life and the halls of parliament. One camp, that desires a limited naval war to prevent the misuse of shipping by the Rossiyans, the second camp, desires the Rossiyans be condemned, they offer a formal apology, and that restitution be paid thrice over for the losses incurred by Useans. Currently the second camp holds sway in parliament, but who knows how this case will develop…
Misfortune for the Dh’ar Imparatorluk
Seemingly out of nowhere, Dh’ar Dhows and merchantmen have been attacked by Rossiyan vessels. Over 12 Dhows and 1 merchantman, and their crews, have disappeared. However, of great notice, is the loss of one merchantman on its return from the Median Coastal States. Although not dignified by any of the usual pomp and circumstance, this merchantman, if public sources are to be believed, carried an important dignitary of the Emperor himself, and was escorted by a nondescript armored frigate. The frigate was drawn off by Rossiyan vessels, which it destroyed, but was damaged in the fight, preventing it from stopping the capture of the merchantman with the dignitary.
The Dh’ar people are hungry for war. Outraged by the unprovoked attack on Dh’ar sailors, and further infuriated by the capture of an Imperial dignitary, the Dh’ar people wish to see the Rossiyan Hegemon deposed, and his captains hanged. If the Emperor wishes to keep his seat, war must be declared.
All the while, it has become public that the desert people inhabiting the heartland of what the Dh’ar IMparatorluk claims, have rebuffed all attempts at diplomacy, firing upon any Dh’ar envoy that encoraches their territory. The Birbir people, as they call themselves, have no interest with anything to do with the Dh’ar Emperor.
The Second Median Crisis
The Median Coastal States have made an unprovoked attack on the United Median Emirates. Seemingly motivated by the surprising arrival of Elfriedens in MCS ports, the rumoured support of the Useans–as the stationing of a Usean battleship seemed to suggest to the Coastie people–and motivated by the promise of several Dh’ar divisions, the MCS militias attacked. In official pronouncements, the republic has stated that the need for a pre-emptive attack is clear. With the UME army stationed on the border, with depots and fortresses, should the MCS had waited, they may have attacked before they could muster their forces.
The attack has taken the Medians totally by surprise. Over 60% of their fortifications have been captured, mostly the northernmost forts and defensive lines, while much of the UME army has been pushed into the desert, bereft of their depots and supplies. The UME must hope they can resupply, or retreat, their army in time. The UME is indignant, and has called upon their patron state, the Rossiyan Hegemony, to back a full invasion of the rebellious MCS.
Tianxia Ascendant
While the nations of old strike and squabble, an old empire, under new management, has awoken. Taking advantage of the Rossiyan Hegemon’s distraction with the Taino and Medians, the Empire of Tianxia, under the young leadership of the Pingu dynasty, has invaded the unrecognized Khzanate of the Timirid, a 600 year dynasty ended for good.
The Tianxia have positioned forces around the Mancho border, issuing an ultimatum that the Mancho Kingdom submit to Tianxia domination, or face punishment for their two century long “mismanagement” over Tianxia, as the Mancho Dynasty. Additionally, the Pingu dynasty has issued a warning to Aquataine, Lusotania, and Usea, that their “idignities” against the Tianxia, in reference to their colonies, must be returned, or they shall face the wrath of the most populous, and in their minds, the most historied nation in the world.
