Usean Empire Turn 3 Diplomacy:
Accept the Rossiyan offer for compensation. Ask them what they think we can do to cure the plague in their country that has been slavery. Invite representatives from the Median Coastal States, Rossiyan Empire and the United Median Emirates to attend a peace conference in Oured. The goal of the conference will be to secure a lasting peace in Media. - Rossiyan Empire agrees to recognize the Median Coastal States as a separate and sovereign nation. They pledge not to interfere in the internal affairs of the MCS.
- The Usean Empire will guarantee the independence of the MCS and offer them protectorate status within the Empire.
- The MCS and UME immediately agree to a ceasefire while a long-term peace treaty is drawn up and ratified.
If the Dh'ar Empire wishes it, the Usean Empire can mediate a peace between them and Rossiya. As yet, only the Rossiyan's have asked for such mediation. Rossiyan Hegemony
The Tianxia diplomat informs the Rossiyan hegemony that there will be no hostilities with Rossiya, and are just interested in securing their border against an age-old enemy. The peace between the ancient empires of Rossiya and Tianxia remains steadfast.
The peace treaty is ratified by what remains of the Prior Chambers. Suffice to say, it is unpopular. See events for further information.

Turn 3 Events
Civil War!
 In response to the treaty signed by the Rossiyan hegemon that Rossiya will not only make a humiliating peace, but also give up slavery, after barely fighting for three months, and desires to make peace with the Dh’ar, and does not even wish to go to arms to defend the Medians, a large portion of the Rossiyan Hegemony have seceded, declaring that the Rossiyan hegemon has lost the will of the people, and is a pathetic pretender to the empire. Although the secessionists claim that the pathetic behavior and complete unRossiyan decisions of the Hegemon have led them to this route, much of their public speeches decry the abolition of the institution of slavery, an institution integral to the Rossiyan economy and way of life. An institution once touted as quintessentially Rossiyan by the Hegemon himself.  The Rossiyan rebels have organized themselves into a government, called the Confederate Rossiyan Hegemons, led by Arch-Hegemon Dzhefferson Devis, who has promised to remain a stalwart and uncompromising Arch-Hegemon, and maintain the institution of slavery so long as Rossiya remains a nation. The Rossiyan Navy has almost in entirety joined the Confederate Rossiyan Hegemons, not just because of many of their number being slave holders, but more because they are enraged that the Rossiyan Hegemon would even consider punishing Naval officers for what was an ordinance given by the hegemon, as the Rossiyan Admiralty provides proof of signed orders given by the Hegemon himself, ordering the attack on the Taino. Only 8 frigates and 23 transports remain in the control of the Hegemon. 46% of the army, including 72% of the officer corps, have joined the Confederate Army, with former member of the Rossiyan High Command, Lieutenant General Rodislav E. Lev, who refused an offer by the Rossiyan Hegemon to lead the loyalist army. Currently, 711 of the enslaved Taino remain under the control of the Confederacy, and, as a point of politics, they have been enslaved at the new naval headquarters in Hodor as servants and groundskeepers.  The Confederacy have set up positions in the above locations. Lacking in artillery, they have made every effort to raid armories in their retreat to their new lines, but only managed to grab 40% of the guns of the Rossiyan army. As Winter is setting in and the snows are coming down, the Confederates have dug in, preparing to meet any offensive. Meanwhile, the Tianxia Empire has not yet decided who it will recognize and back, forcing the Confederacy to split its forces to defend its long borders.  The situation looks bleak for the Rossiyan Imperial Hegemony. With the aforementioned losses in force numbers, they are in a bind. With little control over their ports, they are isolated. Their gold reserves are low after massive construction projects and military procurements. While the Hegemon retains rule over the industrial heartland of the hegemony, they have lost access to 87% of their food production and 45% of their food stores. As it stands, the industrial population of the Hegemon will starve in 9 months (3 turns). The Median Coastal Push
 While Rossiyan forces have been drawn away by civil war, the Second Median Crisis has gone full heat. While peace talks in Oured have stalled, the Dh’ar Empire have taken total control of the seas off the Median Coastal States. Several divisions of soldiers have been seen fortifying MCS positions in the south and supporting the MCS militia push through the north. The United Median Emirate Desert Corps has been beaten and bruised. Corps generals are worried about finding footing as the campaign season begins to open and cooler temperatures come. As a result, the previously stalwart UME delegation at Oured has asked for renewed energy towards a ceasefire. An Architectural Feat of Grandeur
 While the globe might be enraptured in conflict, an architect, Hans Gruber, has sought to construct the tallest functional building ever constructed. Steel-framed, with a brick and glass exterior, the Gerdheight building is being called the world’s first “skyscraper” , a building of over ten stories in height. Critics have received it favorably and it has also won the admiration of the local public in Chopinburg, Usean Empire. It represents the stability and strong economy of the private industry in Usea that has been able to patron its construction. Already, rival projects have been begun in two Usean cities, one Elfrieden city, one Umiveldt city, and even in one Tianxian city. Many investors in the Tainan Grand Republic hope to build one, but are unsure of the economy’s future stability.

Diplomacy:
- With the breakout of Civil War in the Rossiyan Hegemony and the non return of 711 Tainan citizens by the new Rossiyan Confederacy, the Tainan Grand Republic refuses to recognize the Confederacy as an independent nation or a successor government to the Hegemony.
Economy:
- Begin offering contracts to the private corporations within the Republic for the repair of infrastructure destroyed during the war, as well as contracts to begin the construction of rail infastrucure within the Republic, focusing on passenger lines connecting the Capital and industrial lines connecting the mainland mines to ports

Denounce the Confederate Rossiyan Hegemons as an illegitimate government. As an unrecognized government, any ship flying the confederate flag within Usean territorial waters is to be seized, its cargo confiscated, and crew interned.

Turn 4 Moderations
Grand Tainan Republic
-Congress welcomes this decision.
-Within weeks all contracts are bought up, and repairs are along the way. Piers will be fixed in 2 turns. The infrastructure projects are an ongoing process.
-Few women are interested in traveling to an island full of men on patriotism alone. As a result, many of the Taino on the island have begun courting/marrying locals.
-Three contract bids are submitted. Bid One is a detachable box-magazine bolt-action of simple construction, made for mass-production. Bid 2 is a tubular-magazine bolt action made by the company currently making your standard rifle. Bid 3 is a detachable box-magazine of high quality construction, but more expensive and slightly longer to build per unit over Bid 1.
-Complete in 3 turns. A news story nearly breaks about what was being built, but the government prevents its publishing. However, journalists will likely not be so patriotic going forward.

Kingdom of Elfrieden
-Confederates Denounced
-Support is mirrored by most of the legislative, but some elements remain reticent about international support.
-Your proposal is accepted by the Usean Empire
-Now 20% of Elfriedens are connected by telegraph and rails.
-Modernization continues.
-The speech is widely lauded as a demonstration of Elfrieden charity and generosity. The support for food and aid for the Rossiyans, a former pseudo-ally in the First Median Crisis, is welcomed by the people with open arms.
-The activations are made, as it is well within the king’s authority, but Parliament submits a formal request to explain the reason for their activation.
-TBD1-TBD4 will be complete in 3 turns. (First time building, takes a little longer)
-Parliament approves the funding for 5 Army legions and 2 Marine legions. The majority bloc voting for this modified resolution states they fail to see a legitimate threat or need for 140,000 troops. This will complete in 4 turns.
Rossiyan Imperial Hegemony
-Dh’ar Empire does not respond.
-Confederates denounced.
-The officers appreciate the honesty. In a surprising act of independence, veteran LtGen Georgy Gordon Meadeov requests that the practice of absolute adherence to the Hegemon be relaxed, and the government and military be permitted to create a system of technocratic, as opposed to loyalty-based hiring and promotion practices. He argues that this will permit the Imperial Hegemony to defeat the Confederated Hegemons.
-Taino international observers are outraged.
-The suspension of the slave market is immediate. In controlled territories, little difference is felt. But some wealthy Rossiyans feel mistreated by the policy, at the prospective loss of their personal servant slaves.
-The legal statuses of slave and slave owners are removed from the law books, but considering your last order, slavery remains de facto.
-Wartime production continues, but the government gold reserves will be gone by the end of next turn. Much of it is in the control of the Confederates. All non-military production and funding have been suspended.
-The government can’t pay foreign workers. None of them want to come to the country anyways.
-Bounty is placed. Its not high.
-You have no money, and its the middle of winter. It is impossible to build these ports.
-They are promoted and put in charge.
Dh’ar Empire
-It is released that the Dh’ar Empire has recognized a nation of people near its borders, calling itself the League of Axsum Princes. Little is known except their border claims.
-War is declared.
Usean Empire
-Confederacy Denounced. No ships are caught with the Confederate flag. Though its expected Confederate ships operate under Imperial flags while international then switch to Confederate jacks when they return to home waters.
-Parliament approves a purely naval intervention following the speech. The Usean Emperor is given Parliamentary Authorization to Assure Free and Open Seas, and is permitted to order the fleet to seek out and capture or destroy any Confederate flagged vessel, in any waters not controlled by a neutral nation.
-Food shipments begin 2 months into this turn.

Approach the Elfreidans, Tainans and Useans requesting funding support in loans to maintain production and economy.
take the officers requests and immediatley implement them.

- continue troop recruitments,

- make a request that captured confederate soldiers are not be harmed, they get excellent tratement, four course meals and limited security to feel at ease. they are our countrymen just in different uniforms.
