France
Domestic Affairs
Establish the Great War Agricultural Recovery Commission, an organization to be run out of the Agriculture Ministry. This commission will hire vagabonds, disabled veterans, and other French in need of work to help clear arable land of mines and unexploded ordnance in Eastern France.
Diplomatic Affairs
Send a Military Mission of 357 officers to the Empire of Japan for a three year contract in return for the equivalent lump sum. They will increase overall military effectiveness, perfect the officer corps training, upgrade the ability of the Japanese logistics chain, and improve upon infantry training and organization.
Approach South American nations who do not already have a French Military Mission, with the offer of a French Military Mission of the same conditions as the French Military Mission to Japan. State that payment will be in cash sums, rather than resource allocation.
Approach the Belgian government with a cooperative occupation of the Ruhr region to force Germany to pay the reparations they have defaulted on. Carry on with the operation regardless of their answer.
Declare to the world community via the League of Nations and an international broadcast that the French government has been forced to take the most extreme option to force the mongering German nation to pay the reparations they are required to pay for the devastation they caused to the French people. Direct taxes on business and industry will take a 10% cut (Specifically if the tax rate was previously 2.2%, this cut will bring it down to 2.0%) effective March 1922 by order of Prime Minister Poincare.
Force the purchase of 51% of every major Oil Company based in France not already controlled by stock holding majority by the French government and combine them into the French National Oil Company. This will be done to better organize the efforts of the French oil industry. If great resistance or economic problems occur, then these plans will be set aside to prevent great injury to the French government and economy.
Military Affairs
Begin army reorganization, starting with the Infantry Corps of the Metropolitan Army (All forces within France proper) To ease the long, bureaucratic process of reforming unit organization and allotment of resources, only the following types of units will be reorganized, and only in the Infantry Corps of the Metropolitan Army. The French Ministry of the Army will administer this reorganization.
Pass the Naval Construction and Refit Plan of 1923, which will follow the historical French construction and refittings of 1923.
Begin construction of a Direct Relay Communications System, with outposts on the borders of Italy, Germany, Belgium, and Switzerland. They will create a direct line telephone/telegraph communications with all military bases, military headquarters, and Paris central government. Horses will be kept at relay stations just in case lines fail or are destroyed before communication is fully sent, so that they can go to the nearest connected outpost or military base and spread word of enemy attack. These stations will be manned lightly, so as to conserve military resources.
Instruct six regiments of Regular Infantry and three regiments of Chasseur Infantry of the Rhineland Occupation Army to occupy the Ruhr region and ensure the industries and natural resource extraction firms reroute some of their production to pay for reparations owed to the French Third Republic by the Weimar Republic, which have defaulted. They will be ordered to try and keep the peace without too much armed conflict with the people and policing forces. They will be ordered to disarm all local garrisons and police forces, and take over policing the province on their own. If the Belgian government wishes, the French occupation forces can work with a Belgian force as well.

Turn 1 Happenings
In Egypt, there have been many sightings of recruiters and recruitment posters. Quite how many are wanted to serve isn’t specified, with the estimates being between a doubling and tenfold increase in the size of the army. Given the extreme nature of the goal, the military is thrown into chaos, and military spending dramatically increases as a result. Anyone who has complained about it, however, has been abducted by men babbling in Coptic and wearing trench coats, with the collars up, fedoras and dark glasses.
In the Ruhr, the French and Belgians have begun taking the reparations owed to them by the Germans, who have repeatedly defaulted on payments to date. Given the questionable value of the papiermark, the equivalent value of raw materials, what manufactured goods there were to take, and also assorted plant. Presumably, this will end once the Germans agree to continue paying their debts. There have been casualties on both sides, to date, with the Germans suffering more from it.
In Egypt, Project Bariq has been an outstanding failure.
In the United Kingdom, many railway companies have been grouped together into the ‘Big Four’: Southern, Great Western Railway, London-Midland-Scottish and London-North Eastern Railway.
Around the region of Memel, there has been a revolt, which has taken control of the region. The occupiers have stated that they wish to join the country of Lithuania, in line with their Right to Self-Determination, as stated in Woodrow Wilson’s Fourteen Points, which have provided reference for a number of goings on in recent times. As the French Administrator refused to surrender, there was a short burst of violence in which a couple of Frenchmen, a German policeman and a dozen or so Lithuanians were killed. However, they have since come to an accord. What resolution will be reached remains to be seen.

A New World Order - Turn 2 Moderations Germany: American advisors arrive in Germany to discuss … stuff. Talks are vague and largely about finding out what may and may not be talked about.
