 - Continue the expansion of industry using the previous Japanese plans, to be modified with German and Chinese assistance to attain the greatest efficiency in the shortest amount of time

 - Restructure (but mostly keep the same) schooling institutes and courses currently in place that the Japanese have put in, retain enrollment of Japanese students and allow them to attend alongside Korean students as usual, and enforce strict measures to ensure that violence doesn't occur between Korean and Japanese children

Chinese self strengthening movement continues

Since not much damage was done, the repairs happen quickly. The fences are set up, and are guarded accordingly. No Japanese are caught trying to illegally enter the country, with the only people wanting to enter legally being Japanese businessmen.



Foreign Affairs:

Some people, still furious at the Japanese dislike the removal of these sanctions but no large backlash happens. Japanese goods begin being sold in China in small numbers.

Internal Affairs:

The expansion of industry speeds up with the new assistance.

- With Korea still being relatively underdeveloped, the construction of additional railways will be done by turn 11.

- The majority of Koreans still detest that their children have to learn alongside Japanese children, but since they pose little to no problem other than in pride, little political activism takes place. Korean children who learn alongside the Japanese on the other hand, are actively hostile to them, with some Korean teachers even being sympathetic which leads them to ignore school policy. This all comes to a tipping point when a fight breaks out between two small groups of Korean and Japanese boys, which forces harsh disciplinary action on both the students and eventually the teachers once it’s found out that some ignored the strict measures.

- The decision to make schooling free is very popular, and allows poor families to enroll their children. The one problem is that there simply aren’t enough properly staffed schools yet, but that is expected to be solved with time.

China agrees to allow trade with Japan, but they put tariffs on Japanese products which reduces trade with the Japanese private sector and China go down to a trickle.

The Dutch refuse outright for any concessions.

Diplomacy

In the early morning of April 17th, the first Japanese offensive action began in the East Indies. With no warning or declaration of war the Japanese mobilized their armada, and in the early hours of April 17th, Japanese swarmed the skies with their fighters and rained bombs all over vital Dutch military positions, including air bases, any known military emplacements, and centers of command. The small amount of Dutch ships present in the East Indies quickly either routed or got destroyed by the Japanese Navy. The Royal Netherlands East Indies Army, completely unprepared and neglected for years, quickly to dig in but failed to set up proper defensive positions before the Japanese troop transports came.



The Japanese objective was to capture the city of Jakarta, which they did with overwhelming force. With a large amount of naval artillery and bombers are their disposal, the troops landed with only a few scratches on the shores near the city. Then victory was certain as the Japanese vastly outnumbered the enemy, with most of the enemy being equipped with outdated equipment and having low morale. With the garrison of Java mostly surrendered, and the rest running into the jungle, the island of quickly captured.



With the Japanese only taking advantage of the element of surprise on one of the islands, although one of the most important and well garrisoned, it gave some time for the rest of the Dutch colonial forces to entrench. The Japanese began to capture island by island, using Java and as their strong point in the East Indies. The Japanese, when landing, suffered more casualties than the initial attack on Java in each landing but through the use of overwhelming air power, naval power, and numbers, the Dutch once again surrendered in mass.



The world, after seeing complete disregard of international law and their willingness to attack a European empire quickly got the Japanese much criticism in the League of Nations. The French and British quickly put a total embargo on Japan, while the United State's Congress is currently debating the same, with all three powers being in support of a worldwide embargo, although it is unclear of all members will listen if the act is passed. Many media reports in these countries suggest that there three powers are also moving more military assets into the area, but it is unclear whether they are preventative measures or assets for an offensive to retake the East Indies. This invasion has made Japan more of a world boogieman than ever.
