Military: The Huangpu Plan is to be put in effect, starting Chinese Naval Expansion to be complete by 1937. In an effort to better modernize the Chinese army, the 60 division plan shall be put forth. The 60 division plan aims to retrain the Chinese army into an elite fighting force capable of fighting off invaders. For this purpose Czech, Spanish. and German military officers shall be recruited to help train Chinese soldiers and officers. The plan requests enough officers to be able to train 4 divisions at one time, and funding shall be allocated to reequip these divisions with better equipment.
Economy: Farms across China are to be modernized with mechanical farming tools, to become more efficient and profitable to both the farmer and the people across China themselves
Internal Affairs: Chinese strengthening movement: An education is to be put in place all across China, giving an education to as many as possible. The program will have thousands of schools built across China and hundreds of thousands of teachers recruited to teach children and teenagers. There will also be free programs to teach adults and children alike to read and write, spreading literacy across the nation. Newspapers shall also be printed off and distributed from the schools including local, national, international news, as well as subtle propaganda.
As well as the education reforms healthcare reforms shall be implemented across China, building hospitals and clinics across as many cities and large towns as can be done in order to increase the standard of living and reduce disease outbreaks. Taiyuan shall undergo a similar modernization and expansion, except this time to be able to produce automobile and tank chassis. A project to expand Chinese shipyards shall also start. None Internal Affairs -Begin a huge modernization program named, “The Bolivarian Revolution”. The following objectives will tried to be achieved in the five year time goal. - Economic Reform: All companies will be required to sell 55 percent stock of their Venezuelan company branch to the government at a price that will be decided through a government audit of their assets inside the country. This new state capitalist system will give autonomy to the companies, but the government will hold the right that any majority owner of a company would hold at its discretion. The normal activity the government will do audits. For companies currently in Venezuela who have to sell their stock, payments will be organized in annual payments that will eventually equal the full amount “offered” in 1935. As well, in order to sustain the other sections of The 5 Year Plan the government will send out dozens of representatives to persuade foreign companies to invest in Venezuela, whether that be in oil, steel, roads, or any other field they want to as long as they allow the government to own 55 percent of their Venezuelan stock.
- Industrialization: All Venezuelan cities will begin rapid industrialization, with the objective to increase heavy industries like steel, aluminum, concrete etc. This will be done through the new state capitalist system, with the majority of the work being done through joint stock companies shared by the state and the private sector. On top of the peaceful heavy industries, 15 percent of the factories built will be military factories, which like all others, will be owned by joint stock companies shared by the state and private sector.
- Infrastructure Expansion: The initial expansion of infrastructure by Juan Vicente Gomez will be expanded further. The major cities of Venezuela are already connected by paved road, but now paved roads will be constructed to all cities in Venezuela. On top of roads, now a national railway system will connect every major industrial and population center in Venezuela.
- Agricultural Land Development and Reform: All small farms owned by the private sector will be offered a chance to sell their property to one of the joint stock state companies in order for huge plots of land to be created to be worked more efficiently. The price given to the farmers will be fair, and the sales shall not be forced. All other arrangements in the sale of the land are up to the two parties involved in the transaction. To make agricultural production increase tractors will also be bought in thousands from the United States at reduced prices due to The Great Depression. In addition to the acquisition of current farms, new construction of farms will be ordered in the form of terrace farms, and flood farms in Los Llanos.
- Resource Development: Expeditions will be sent into the Guiana Highlands in order to find more resource deposits in the oil, iron, and aluminum rich area. Already known deposits will be immediately sold off to the highest bidder. In addition to this, oil refineries will be built near Maracaibo Bay in order to control as much of the oil cycle as possible.
- Education and Propaganda: Thousands of schools will be built across the nation with the objective to give basic education to every Venezuelan child and teenager. Literacy brigades will also be sent to teach both adults and children how to read. The school system will be designed to politically indoctrinate the youths through the use of ultra-nationalism to adhere to the tenants of state capitalism, fascism, militarism and any other political ideologies held by the government. In addition, a state newspaper will be founded in order for every Venezuelan who can read gets propaganda on a weekly, and sometimes daily basis.
- Healthcare: Clinics and a limited amount of hospitals will be opened in order to swing public opinion in favor of the regime and to reduce the mortality in the much needed current workforce, and future workforce. Healthcare will not be free but highly subsidized by the government with a close eye on the private management to make sure they do not increase the prices in order to exploit government subsidies.
Foreign Affairs -Import 10,000 Chinese laborers from the Republic of China to work in any manual labor needed in the economic revolution, with more workers expected as time goes on. -Start an advertising campaign in The USA, Italy, Spain, and every other Latin American nation with the objective to get people to immigrate to Venezuela. In The United States in particular, the advertising will not only target the people useful for dumb labor, but highly educated individuals who have lost their jobs as a result of The Great Depression in order to get a solid foundation of educated workers for the Venezuelan economy. Residence will be available for anyone who is willing to sign a 5 year working contract with one of the Venezuelan companies and even apply for citizenship if the state has evaluated them to be culturally converted, hold the correct political opinions, and are loyal to the state. All approved workers will be able to bring their families as well. Military -Open up defense companies which will have 45 percent of their stock available for purchase. These will serve as a way for the Venezuelan Armed Forces to have Venezuelan made and produced equipment while having the technological level of foreign equipment. The modernization of the Chinese army will be done turn 15. 4 divisions every turn until 60 divisions have been trained equals 15. The officers in the military are pleased that the army is going towards modernization, as they feel the hot breath of Japan right on their necks. Economy: Farmers are given modern farming equipment like tractors and seed drills. It takes a few weeks for the uneducated peasants to figure out how to use the equipment, but productivity grows, but not by much. Fuel for this machines is still scarce, and now being prioritized for the military.
Internal Affairs: Chinese strengthening movement: The schools begin construction and the planned amount will be done in Turn 2. Literacy grows and devotion to the state grows but there is a slight shortage of literate Chinese to teach the masses, and many advisors in the government request foreign employees to make the program go as planned.
The healthcare program goes as planned. Outbreaks decrease and public opinion rises. Life expectancy is also expected to rise.
Many across the country from all walks of life are glas the railroad system of the country is being expanded, drawing lots of public support for the central government. The project will be done in Turn 6.
The new industrialization program is met with public praise, and begins strong. The overall industrialization will take 4 to 6 years to complete, but China will be able to produce its own military equipment on a large scale by Turn 12, including the shipyard development, although foreign imports of engines for the vessels will still be needed.

Militarism grows within the government and armed forces, although some grumble at this change in attitude.
Disciplining officers for acts of insubordination was already in place, but now any act done by an officer is put through an additional lense of scrutiny. On top of this, and the change in command of the supreme forces, a small amount of both lower and higher officers are alienated but overall the fighting ability of the armed forces increases.
There are mixed feelings in the public and government. In the military however, the army is scared that funding will be taken away from them and given to the navy, while the navy rejoices at the lack of size restrictions in their future weapons of war.

To buy a privately owned ocean liner, you don’t negotiate with the state but with the company, although the government of Britain blocks the purchase as they are not thrilled about the burning of the London Naval treaty, and parliament is currently trying to decide whether to embargo Japan.

Many Japanese laugh, seeing the Russians as a joke slightly more than before but the Russians retaliate with anti-Japanese propaganda of their own.
Germany doesn’t allow it. Hitler isn’t even in power yet.

Venezuela turn moderation: Internal Affairs: Economic Reform: The economic reform passes and most companies follow along, though a few do end up leaving the country out of not wanting to sell so much stock. The companies that do continue around attract new employees and help the Venezuelan economy start to grow and expand into new regions. People praise the programs as unemployment decreases and Venezuela starts to increase in wealth.
Industrialization: Cities across Venezuela like Caracas undergo massive construction projects, factories rising in the dozens and new apartments being built to support new workers arriving. Dozens of steel mills are built and it is estimated that by the end of the year steel production will increase three fold at the current pace. The new military factories are opened and within a month factories report that they will be able to produce hundreds of firearms per week, kickstarting the Venezuelan military industry closer to the levels of the ABC powers slowly.
Infrastructure Expansion: The program is instantly met with praise and cheer across Venezuela and work begins quickly on the road systems and railway. The roads are being done quickly but challenges arise in the denser forest/jungle regions and take time to clear them out, the railway has encountered similar problems but other than that progress is going well.
Land development: Farm modernization happens relatively quickly and the farmers are taught how to use their new equipment, ontop of that the flood and terrace farms are going quite well. Meanwhile the selling of farms is going about half half, with some stubborn farmers wishing to keep their land while others happily sell it.
Resource development: Initial explorations find vast amounts of resources, seemingly too good to be true, the only challenge is getting to these new locations with all the difficult terrain. Bidding quickly begins and companies start to set up mines and small scale mills near the resources, and oil well construction has started, and is reported that it shall be finished by turn 6
Education and Propaganda: Schools are built and the literacy brigades are sent out across Venezuela, achieving quite good results within the starting weeks. Many of the new generation starting to attend school and get better educations than the previous, and the literacy brigades have achieved mostly success, teaching dozens to hundreds how to read every week. The state newspaper is printed and distributed throughout the nation, support of the state and its programs grows quickly.
Healthcare: Hospitals and clinics are opened across major centers in Venezuela and people praise the state for the cheap healthcare, more diseases are being treated and fatality rates are lessening rapidly, quality of life is on the rise and the people are in support of the government program, though the poorer that cannot afford it hold a few minor demonstrations.
Foreign Affairs: Over the course of 3 months about 8,500 Chinese workers have sailed or flown over, close but not quite at the goal yet, however the remaining and more are expected to arrive in the next few months.
The advertisements are created and very quickly pick up speed, especially across the Latin American community, with hundreds coming from Colombia alone, with some Latinos from the US moving over as well, the campaign has not had too much success yet in Italy or Spain though a few dozen have come from each country there.

The Invasion of Manchuria Background Eve since Japan has expanded its empire, it’s needed resource, and now with the huge naval expansion, they need to produce their own more than ever. The Japanese highcommand have set their eyes in Manchuria, a resource rich region in China that they will need to maintain their huge naval expansion without an economic crisis. The Japanese leadership decided that they needed more men for the invasion, sending much equipment over the water to the Korean peninsula from the homeland. It took about a month to transport all the supplies, men, and heavy equipment that the Japanese High Command deemed necessary for the invasion. This was valuable time for the Chinese, who had just decided to start fortifying the border with tens of thousands of men who dug trenches, and built pill boxes. The Battle In the early morning hours of February 6th, 1930, a Japanese force numbering in the tens of thousands marches on Manchuria with force. They are spotted by Chinese patrols almost immediately, rushing back to their trenches and pill boxes, hunkering down. The Japanese had near to no artillery available to them, which the Chinese troop did not expect. The Chinese fired from afar, gaining a few kills but the opening few minutes of the invasion were not very active. Even with no artillery cover, except for a few dozen field guns spread across the line, the Japanese infantry advances towards the Chinese positions at the orders of their superiors. It can only be described as a slaughter, as the Japanese men going forward simply get shell after shell blowing them to pieces from field guns and howitzers, then mortars, machineguns, and rifles when they close the distance, with the Japanese forward firing infantry guns doing little to suppress the Chinese artillery. By the time the few lucky men make it to the trenches and charge under their own subpar supportive fire, they meet a much larger force, confident that they can beat slaughter them like they did on the fields, with quite the opposite attitude present in the Japanese soldiers. The Japanese soldiers engage in brief trench firefights and bayonet brawls before the majority surrender. With the absolute defeat of the Japanese Army in their assault, the Chinese go as planned, a devastating counter attack. The Chinese Army gets their tanks from the reserves, quickly chasing the retreating Japanese Army into Korea, with the fast moving German trained units managing to to cut off 10,000 Japanese soldiers in the Hamgyong Province, with them promptly surrendering. With a full retreat from the devastating assault, the Japanese don’t bother to put up a fight as they see resistance as futile. The Chinese advance at a very fast rate, with the Japanese Air Force not offering resistance either as they army refuses to hold ground. With the fast approaching Chinese the Air Force withdraws from their airfields either in their aircraft or following the army. The 50,000 Chinese reserves behind the Manchurian border, get news of this quick and easy victory over the Japanese, and head straight for their ordered target, Port Arthur. Here surprisingly, it is much harder to defeat the Japanese even though they are outnumbered 2 to 1. The Japanese here, have constant naval support as the Chinese Army tries to encircle the city filled with thousands of Japanese troops. With the navy delaying the Chinese advance, the soldiers of the IJA withdraw safely into the fortified city with as much supplies as they could find. The Chinese surround the city from land eventually, and the siege begins.

Assassinations in Wuhan! Shortly before the Japanese invasion of Manchuria, armed gunmen open fired on government officials in the Wuhan while in transit from their homes. In total there were 4 known gunment, with 2 being killed on sight by Chinese troops 1 surrendering, and the fourth escaping by currently unknown means. The Chinese claim, that after 18 days of interrogation the captured assassin admitted himself an agent of Japan. Japan, understandably, denied this allegation but after the invasion of Manchuria, most are convinced it was the work of Japan.

Internal Conflicts in Japan After the immense failure in the initial offensive into Manchuria, the Japanese Military is full of conflict. With the aforementioned failed offensive, sudden promotion of Yamamoto, and further prosecution of officers of any misconduct which many in the military see as overkill, the armed forces are in turmoil. The Japanese Navy is simply grumbling at the sudden change in management to Yamamoto as chief of the IJN, but the army is furious at what many officers consider a suicidal plan that they were forced to follow when attacking Manchuria. They look at the incompetence from the emperor, as the Chinese have most of Korea now. The public on the other hand, is simply mad at both the government and military since they are unaware of who is responsible for this failure, resulting in a drop in public opinion to the regime, although nothing that affects the stability of the nation.

Battle of the Yellow Sea As the fight continues on the Korean peninsula the Japanese decide to reinforce their forces at Port Arthur, sending hundreds of thousands of men through the Yellow Sea on merchant ships to help in the defence of the city. When night comes, Chinese begin launching raids in the dark against the numerous transports, sinking many with the Japanese being relatively incompetent and spotting and destroying the fast moving torpedo boats, with some destroyers on convoy protection duty even being routed and damaged by surprise attacked from destroyers on the Chinese side. The Japanese move additional ships from ground support to convoy protection, which drives off most raids, with the transit of the troops saved with only a few losses on the Japanese side. The Battle for Korea Continues Backround The fight on the Korean peninsula continues, and now with the declaration of Korea and an independent country by China, Koreans begin forming partisan groups across the still Japanese occupied area of Korea. Many begin doing hit and run attacks on Japanese troops, leaving small groups of demoralized Japanese wounded or dead whenever they stray away too far from their larger units. Moral returned to the Japanese as the line finally stopped moving in favor of the Chinese as tens of thousands of fresh Japanese troops came from the homeland with much equipment to hold the line against the Chinese. The Chungcheong Offensive With the Chinese being relatively unaware of the newly arrived troops and equipment, they continued pushing, the Chinese attack the province of Chungcheong, splitting an army available to the, totaling 50,000 men with the 3 German trained divisions being among them. With no lack of speed they launched a combined offensive in the state of Chungcheong, one group from the north west and the other from the north east. The east flank broke, with them abandoning their positions after a relatively intact Chinese infantry force drove them out of their defensive positions. The Japanese reinforcements in the south reacted, heading north with haste before counterattacking the Chinese, killing many with artillery and taking out the enemy ability to fire back with precise air strikes against artillery positions and officer HQs. However, not all of the targets were conventional ones as the Japanese aircraft inentinally bombed many tents marked as hospital tents, killing the weak and helpless of the Chinese Army at the time. The Chinese were pushed back with heavy casualties but once back at their original line, the Japanese stopped their pursuit. Many Korean partisans were about behind the Japanese lines, disrupting supply lines and even attempting to do hit and run attacked on Japanese units near the front lines, although doing only average in these attacks. The line stayed relatively the same, with many raids happening on both sides as they found no opportunity to advance as of yet, with the Chinese employing the tactic to often dress their men in Japanese uniform and send them into the Japanese defensive positions to cause chaos and confusion. The Gyeongsang Offensive The Chinese began their offensive into Gyeongsang right on the heels of their advance in Chungcheong, with an equal amount of men being sent to continue the push against the Japanese. Here the Japanese reinforcements got here before any major coordinated pushes were made, with the initial artillery barrages shaking but not demoralizing the men. The Japanese shot back at the Chinese, now outnumbering them in long range artillery. In addition to this, Japanese air support came to bomb many artillery positions, doing so successfully as the Chinese were left at a huge disadvantage at long range. The Chinese did not stay put for long, as they marched with the limited support they had, with them being shredded in the process as they approached with limited artillery support. Eventually, they got into mortar range, at which point the Chinese deployed their large amount of mortars and shelled the Japanese positions opening fire from a hilltop. The Japanese now were receiving the bad end of the stick as they had virtually no fortifications to cover them from above, they exchanged fire but ultimately suffered more casualties in the engagement. After this exchange of fire, the Japanese aircraft came in for a second run, pinning the Chinese infantry and destroying many mortar positions before the Japanese infantry took the initiative, shouting, “ Tennōheika Banzai!”, as they charged in a human wave up the hill to the Chinese positions. The Chinese conscripts, seeing this terrifying sight retreated in a panic with them trampling over each other as they tried to get away. As they were charging down the hill, the Japanese stopped and began to fire on the routing Chinese, killing many before stopping and consolidating their position atop the hill. Suddenly they saw Japanese prisoners of war running frantically back to the new Japanese position. The soldiers, happy to see their comrades and tried to tend to them, but then once they tried to take off their clothing they exploded. The Chinese had rigged many of them with explosives, which now had killed many Japanese. The Japanese at this point were both seeking revenge but extremely shaken at seeing their comrades as bombs. They regrouped, took care of their wounded, and began the pursuit of the Chinese until the 100,000 Chinese reinforcements came from the north, stopping them in their tracks.
