- Lots of Diplomatic Rabble-ing occurs at the LoN and most are... alarmed... at the dangerous naval situation happening so close to the Panama Canal, major artery of world shipping that it is, the commonwealth countries align with Britain (even if Canada is positively sweating bullets doing so) as well as traditional allies such as Portugal and Belgium. The mood in the chamber grows dark as conditions are getting very serious for all involved, for most countries, siding against either the US or UK would mean disruption of very large fractions of their own trade balances and nobody likes making a choice where both are options are "lose". Haille Selassie looks both defeated and wroth in the assembly, having so directly seen the contrast in the LoN's spirits considering this situation against his own. Eventually, the Dutch (themselves so dependent on the free flow of world trade) propose a compromise "out" that the bulk of the LoN grabs with both hands. A resolution is passed that "The Panama Canal is so important to world trade, that should the hostile naval action so close to it not conclude within the next quarter, the LoN would join in embargoing all combatants, and if that failed to end this threat to world trade, measures (including the possible use of violence) would be considered to "internationalize" the Canal."

Smaller cities begin a survey of local cellars and basements that might adequately serve so as to reduce the total number (which would be huge) of new constructions needed to meet this safety need of the people.
