Internal Affairs:
—Establish new civil order, from the offices of the general secretary. The order is the deregulation of laborer age and gender limitations. All women and all Soviet citizens at or above the age of 14 and below the age of 60 are to take up occupations, at least in part time. Police will be given the authority to demand that each citizen take up a part time occupation, with the only exceptions being: Family care taker, Farm Worker, and Disabled/Pregnant.

—Begin the Mass Production of Large Mechanical Agricultural Equipment and Tractors. Distribution will be sorted by allotting one piece of large mechanical equipment or tractor to every other farm in the oblast. Upon delivery of equipment, an order will be given to the farm for one citizen above the working age to take up a manufacturing job. If they cannot fulfill that order, they can, in compensation, increase crop output by 5% of quota.

—Award the USSR Academy of Sciences a 38,868 SUR (20,000 USD) grant to create a cheap foodstuff able to be produced in factories with a high caloric and high protein. This will be an imperative request, and the government officials who will give them this grant will ‘encourage’ the scientists to work extra hard at this task.

Diplomacy:
—Approach the Estonian Government with the proposal of military protection in return for six military bases in Estonian territory.

Military:
—Order the construction of the Vladivostock Fortress within the city limits of the port town. Four residential blocks, in a square shape, towards the center of the city are too be demolished, with the citizens reassigned to other residential quarters throughout the city.

Diplomacy:

1. Request the second polish republic if they are interested in signing a non-aggression pact between our nations so that we may ease tensions between us. We would also like to ask if the polish gov't would allow for the Reich autobahn project to expand towards the Danzig area to allow our infrastructure to connect with the Prussian territories. We will hire local citizens in Danzig and the surrounding area to help build it. Also we will end the German–Polish customs war which was a economic/political war against Poland, Hitler has announced that Poland will see that this new Germany wishes to form strong connections with those with great potential.

There are some disgruntled mutterings from the Nazi party, but it goes through.
