Slam down the hammer on both the Naval and Army staff, and as Emperor they are to stop in-fighting with each other and work together from now on and will make do with the resources given to them. Neither will have a preference over the other as both are essential for the defense of the Japanese Empire.
Both branches are pretty pissed off.

Several days later, at the coronation of the new Spanish king, the proceeding were going well. There was a large protest going on on the main floor of the area , and there were members of a new leftist group standing near the stage protesting, suddenly, a man in a black shirt got to his feet and yelled “Hermanos arriba, ¡el momento de actuar es ahora!" Then, a wave of people got up from their seats and charged the protestors, causing a massive brawl to break out on the floor. Huge brawling groups formed, and the Guardia Civil was moved in to subdue. Small fighting began between the soldiers and the mobs, as they resisted arrest. As a guardsman moved to apprehend the black shirted man, several more men in black shirts appeared and attacked him, subduing him. A contingent of the Royal Guard were dispatched to subdue these men, but the fighting in their path slowed them. The Guardia Civil moved up to secure the flanks, and they succeeded, but they became locked in combat with the mob, and began to use their bayonets to begin cutting down people.
Beyond this point, the area degenerated into utter and total chaos, and varying conflicting accounts exist. However, what follows is currently the most widely accepted version of events:
As the black shirted men were approached by the Royal Guard, said Guardsmen opened fire. One of the men was hit, and as he fell, he screamed. “Death to Mussolini! Long live Vittorio Emanuel!"
His cry was echoed “LONG LIVE VITTORIO EMANUELE!!” And with that cry, a large crowd moved towards the stage.
As they did, the Spaniards opened fire, on the entirety of the mob, including those who had by this time had not engaged the army in combat. People streamed towards the exit, and the Spanish soldiers didn’t cease fire. The panicked crowd fled into the city as they continued to be hunted by soldiers firing after them.
As was said earlier, many different versions of this story exist. Word spread like wildfire across Spain after this, but the general consensus is that Spanish government forces opened fire on a large group of protestors at the coronation. In Barcelona, the leaders of the new SLC (Spanish Leftist Confederation) decry the massacring of their brethren and across Spain people are expressing outrage. Madrid has been thrown into further disarray as people are out in force protesting this brutality.

The Italian government has released an official statement on its occupation of Albania “Italy will assume management of Albanian political, police, investigative, and economic departments due to the failure of the Albanian government to protect the lives and well being of Italian nationals in Albania from partisan attacks sanctioned by King Zog.”
As Italian troops moved into Albania, the Albanian army put up minimal resistance. A statement from King Zog claims these elements of the army mutinied and were acting without orders.

Admist political instability in Austria, the country’s pro-German parties have been out in force peacefully protesting. In stark contrast to the chaos in Spain, these protests have actually been peaceful. They haven’t got major support within the government or amongst the people, with most of their ranks being far-right anti communists, but they have been making their voice heard. No instances of violence have been confirmed.
